He went to Chilocco Boarding School with All Nations Cafe owner Verna Yahola and still carries a torch for her years later. This song is Richard's attempt to woo Verna to his side and let her "Pawnee lover" carry the load! As Richard, Arigon channels her inner "Elvis."
